ICE Agents Caught Slashing Tires of Legal Observers in Oregon

Two masked Immigration and Customs Enforcement agents were captured on video disabling the vehicle of legal observers in Hillsboro, Oregon. The footage shows the officers exiting an unmarked car to puncture the observers' tires, marking a violent escalation in the federal government's ongoing campaign against those documenting their public enforcement operations.

The incident, which occurred on October 7, prompted an administrative complaint filed by the ACLU and the ACLU of Oregon with the Department of Homeland Security. The observers, identified only as AP and MP, had been monitoring ICE activity in a local Safeway parking lot when they were pursued by the federal agents. The complaint argues that this confrontation is part of a broader pattern of retaliation against citizens exercising their First Amendment right to record law enforcement performing public duties.

A Pattern of Intimidation

Federal agents have increasingly targeted those who document immigration enforcement, ranging from verbal threats in Maine to the use of excessive force in Memphis. Kelly Simon, legal director of the ACLU of Oregon, stated that masked federal officers have no authority to intimidate residents or suppress the documentation of government conduct. The ACLU is now demanding a formal investigation into the Hillsboro attack and calling for institutional reforms to ensure ICE personnel adhere to constitutional standards. As the DHS expands its operations into sanctuary cities like Portland, activists argue that the ability to record such activity remains a fundamental safeguard for democratic accountability.
