The widening gap between ICE Brent and Dated Brent reflects a market under immense pressure. Beijing has reinstated its refined product export ban, while Europe prepares to release 50 million barrels of emergency diesel stocks to counter threatened U.S. export restrictions. Simultaneously, Russia’s extended diesel export ban has removed nearly 10% of seaborne supply from the market, further straining inventories as winter demand approaches.
OPEC+ is expected to maintain current output targets at Sunday's meeting, despite core producers remaining 5 million barrels per day below pre-war levels. The situation is compounded by the UNDP warning that global fuel subsidies could exceed $1 trillion in 2026, as high prices and war-related volatility threaten economic stability. Amidst these conditions, the U.S. Department of Energy has moved to release its final 40-million-barrel tranche from the Strategic Petroleum Reserve for year-end delivery.
